  • Surrey Heath Borough Council is conducting a Community Governance Review which will look at:

    1.   Whether to create new parishes in the western part of Surrey Heath borough

    2.   Whether any changes should be made to the current parishes within the borough 

    The unparished area includes the following areas in the western part of Surrey Heath – Camberley, Deepcut, Frimley, Frimley Green, Heatherside, Mytchett, Parkside.

    The parished area includes the following areas in the eastern part of Surrey Heath – Bagshot, Bisley, Chobham, Lightwater, Windlesham, West End.

    The consultation is split into three sections:

    1.    An introduction - where you supply a few details about yourself

    2.    Section A - focusing upon the unparished areas of the borough

    3.    Section B - focusing on the parished area of the borough

    You must complete the mandatory sections in the ‘About You’ section, but can choose only to respond to Section A or Section B depending upon your interest

  • Section A - Unparished

  • Proposals for new parish(es) in western Surrey Heath

    The western area of Surrey Heath borough does not currently have any parish or town councils.  The review will consider whether the communities within this part of the borough would be better served by having a parish or town council, particularly in light of the proposals for Local Government Reorganisation. 

    Parish councils can play a role in providing local services and involving people in their local community. They may manage some local services, such as allotments or parks, and seek to improve quality of life in the area and will act as a statutory consultee on planning matters.  

    Parish councils set their own budget requirements and are funded through a separate charge, known as a ‘precept’, which is collected alongside Council Tax. The current charge for parishes within the borough ranges from £50.52 to £70.30 for a Band D property.  Parish councils can adopt an alternative ‘style’, for example a Town Council or Community Council.

  • Section B – Parished Areas

  • For areas of the borough which are already served by a parish council, this review will consider whether the existing arrangements continue to be appropriate or if they should be updated. 

    There are currently four Parish Councils in Surrey Heath. These Parish Councils  set their own budget requirements and are funded through a separate charge, known as a ‘precept’, which is collected alongside Council Tax.

    Currently the precepts for a Band D property are

    Bisley Parish: £70.30

    Chobham Parish: £50.52

    West End Parish: £69.86

    Windlesham Parish: £65.29

    We are consulting on the following changes but also welcome views on any other changes to existing parishes which you may wish to see.

    1.    A review of whether the land to the south of Scott’s Grove Road (“Bisley Detached”) should move from Bisley parish to Chobham parish

    2.    A review of whether the western boundary of West End parish should move slightly so it no longer incorporates any properties within Minorca Avenue, Deepcut.

    3.    A review of whether to merge the two Windlesham wards of Windlesham parish, to create a

  • The Council is conducting the review in recognition that the Local Government Reorganisation will change local representation and, as a result, is considering transferring more local assets to parish councils to help ensure their local control.

    Based on the responses provided as part of this consultation, the outcome could be to:

    1.    Keep things as they are and not make any changes

    2.    Undertake the proposed changes to simplify parish boundaries

    3.    Make changes such as increasing or decreasing the number of parish councillors

    4.    Consolidate existing parish councils to create larger parished areas

    5.    Disaggregate parish councils to create smaller parished areas

    6.    Disband parish councils

  • Bagshot, Lightwater and Windlesham

    The Council is conducting the review in recognition that the Local Government Reorganisation will change local representation and, as a result, Surrey Heath Borough Council is considering transferring more local assets to parish councils to ensure their management at a local level.

    Based on the responses provided as part of this consultation, the outcome could be to:

    1.  Keep things as they are and not make any changes

    2.  Undertake the proposed changes to simplify parish boundaries

    3.  Make changes such as increasing or decreasing the number of parish councillors

    4.  Consolidate existing parish Councils to create larger parished areas

    5.  Disaggregate parish councils to create smaller parished areas

  • Question 5B(iv)

    At present, the parish has two wards representing the village of Windlesham: the Windlesham (North) ward predominantly includes the Snows Ride estate, with the remainder of the village within the Windlesham (South) ward. 

    The proposal to create a single ward for the village can now be looked at due to the changes brought about by Local Government Reorganisation. Please see further details here
